释何日本有义务在战争爆发时提供后勤支援和基地。鲁商【翻页查看英文原文】PuttingasidetheongoingwarofwordsbetweenBeijingandTokyosurroundingJapanesePrimeMinisterSanaeTakaichisstatementsonTaiwanlastmonth,thereisasimplequestionthatneedsanswering.CanJapansSelf-DefenceForcesreallyaffordtofightthePeoplesLiberationArmy(PLA)withoutAmericanmilitarysupport?TakaichisanswerappearstobethatJapansmilitarymustdoso.ThelegislationapprovedbyJapansDietinSeptember2015allowedthecountrytoexerciseitsrightofcollectiveself-defence–albeitonlytoalimiteddegree–evenifJapanisnotdirectlyattacked.Therearethreeconditionsonactingonthisright:ifanattackagainstaforeigncountrywithwhichJapanhascloserelationsthreatensJapanssurvival;ifthereisnootherappropriatemeanstorepeltheattackandensureJapanssurvivalandprotectitspeople;andthattheuseofforcemustbelimitedtotheminimumextentnecessary.Taiwanisnotaforeigncountry,ofcourse.EvenifaconflictdidbreakoutacrosstheTaiwanStraitandafewstraybombsaccidentallyfellintothewatersoffYonaguni,Japanswesternmostinhabitedisland,howcouldthatbeinterpretedasathreattoJapanssurvival?ThesameyearthatJapanpasseditsself-defencelegislation,afewartilleryshellsfromMyanmargovernmentforceslandedinavillageinYunnanprovince,injuringfivevillagers.TheissuewasresolvedquietlybecausetheChinesegovernmentsawitasanaccident.TheonlyterritorialdisputebetweenBeijingandTokyoisovertheDiaoyuIslands,whichJapancallstheSenkakus.Althoughbothhavecoastguardshipssailinginthewatersofftheislands,thetwomilitarieshavemaintainedakindoftacitagreementofnotsendingtheirnavalvesselsintothedisputedwaters.IftheprospectofChinaandJapancomingtoblowsoverdisputedterritoryissounlikely,itwouldberidiculousforthemtostartfightingoverTaiwan.Eveniftheydid,thereisnowayJapancouldwininanyscenario.Plus,ifBeijingsawTokyosmilitaryinvolvementoverTaiwanasagiven,whywouldntthePLAlaunchapre-emptivestrikeonJapaneseforces?TakaichiisinvitingtheveryconflictshesaysshewantstopreventbyraisingthepossibilityofJapaneseintervention.TherearethreelayersofstrategicambiguityaroundtheTaiwanissue,stemmingfromChina,theUnitedStatesandWashingtonsAsianallies.Beijingseespeacefulreunificationasthebestoutcomeandbelievestimeisonitsside.ThiscanbeseeninBeijingstillmentioningpeaceacrossthestraitdespitetheDemocraticProgressivePartyholdingtheTaiwanpresidencyfortwoconsecutiveadministrations.USstrategicambiguitiesaretwofold.Thefirstisitsone-Chinapolicy,whichisslipperyenoughthatitseemsitcantakeanyshapeatanytime.TheotherisitscontinuedrefusaltospecifywhetheritwouldassistTaiwanmilitarilyintheeventofanattackbythePLA.ThisapproachismeanttodeterTaiwanfromdeclaringindependence,whilekeepingopenthepossibilityofUSmilitaryinterventionismeanttodissuadeBeijingfromlaunchinganattackandreunifyingthroughforce.ThentherearetheUSalliesinAsia.Japanisobligedtoprovidelogisticalsupportandbasesintheeventofawar.However,whenPentagonofficialspressedJapanandAustraliainJulytoclarifywhatroletheywouldplayifChinaandtheUSwenttowaroverTaiwan,neithertargetwouldcommittoahypotheticalmilitaryconflictinadvanceandsaidthatanydecisionwouldhavetobemadebythegovernmentoftheday.ThisrefusaltostakeoutaclearpositionisunderstandableasthereislittlereasonforalliestocommitthemselveswhentheUSitselfmaintainsitsstrategicambiguity.Theselayersofstrategicambiguityfrommultiplepartiescreateachainreaction.AslongasBeijingbelievespeacefulreunificationisstillpossible,itisunlikelytoresorttomilitaryforceagainstTaiwan.Shortofthat,thereisnoneedfortheUStogiveupitsstrategicambiguity.AndaslongastheUSmaintainsthatstrategicambiguity,thereislittlepointinJapanraisingTaiwanasanissue.DuringaninterviewwithJapanesetelevisioninFebruary2022,then-JapaneseprimeministerShinzoAbecalledontheUStodropitsstrategicambiguityregardingthedefenceofTaiwan.Abereiteratedhisoft-repeatednotionthataTaiwancontingencyisaJapancontingencyandthattheestablishmentofmainlandChineseairandseasuperiorityaroundTaiwanwouldaffectJapansterritorialwaters.Thisisthetailwaggingthedog.Infact,astheimportanceofTaiwanrecedesunderamoreisolationistUSpresidency,Washingtonmightmoveintheoppositedirectiontowardsgreaterstrategicclarity.USPresidentDonaldTrumpsdesiretoreachagrandbargainwithChinaontradeissuesisastrongincentivenottosupportantagonisingthemainlandandbeingdraggedintoawaroverTaiwan.AccordingtoareportinTheWallStreetJournallastweek,TrumptoldTakaichiduringaphonecalltotemperhertoneonTaiwan.ThatcalltookplacehoursafterTrumpspoketoPresidentXiJinping.Unsurprisingly,Japanesegovernmentofficialsdeniedtheclaimsmadeinthereport.TakaichisstatementonTaiwanwasapoliticalact,aimedatshoringupherstandingwithadomesticaudience.Itwillnotgodowninhistoryasausefullegacy.Inacountrywhereprimeministersoftenlastlessthanayearinoffice,herremarksaremerelyripplesthatwillsoondisappear.点击进入专题：高市早苗涉台错误言论遭批。黄少天

丰登中日之间唯一的领土争端在于钓鱼岛。这种做法既是为了以此威慑台湾不要宣布独立，释何也是通过保留美军介入的可能性来劝阻中国不要武力统一。从大陆面对民进党连续两届黄少天执政，鲁商却依然提及两岸和平中可以看出，中国政府视和平统一为最佳结果，并坚信时间在自己这一边。
